Sullivan, appeared before the United States Circuit Court of Appeals for the First Circuit and argued on behalf of the City of New Bedford, the City of Gloucester, and eleven fishing related businesses, challenging the legal validity of rules implemented by the National Oceanic and Atmospheric Administration and the National Marine Fisheries Service regulating fishing activities off the coast of New England. The firm's clients were opposed in the matter by lawyers from the United States Department of Justice in Washington, D.C. The matter was taken under advisement by the three judge court, with a decision expected within the next several months.
