Attorney General Martha Coakley has filed amendments to the Attorney General's consumer debt collection regulations at 940 C.M.R. 7.00. These regulations had not been updated since the 1970s. The Attorney General's modernized rules address how creditors may contact consumers by cell phone and text messaging. The regulations are expected to become effective later this year following a public hearing. Andrew R. Dennington currently is Co-Chair of the
